Keepsakes Offering Consistency Are Ranked Higher
Keepsakes like the ones given by the Gods (except Artemis) provide consistency for your runs making them easier to build around.
Other higher tier Keepsakes give offensive or defensive upgrades up front, allowing them to fit with most builds.
Conditional Keepsakes Are Ranked Lower
Some Keepsakes are rated lower because you need to fulfill or play around certain conditions before they are activated.
For example, the White Antler needs you to be at low health to activate the added crit chance, and you'll have to make little to no mistakes to avoid an untimely return to the Crossroads.

All God Keepsakes (Except Artemis)
With the exception of Artemis' Keepsake, all God Keepsakes make their Boons more likely to appear, thus mitigating RNG. Their Keepsakes can also rarify Boons, essentially providing direct upgrades. These Keepsakes make it easier to craft builds for your preferred Boons and play style.
